Zdá se mi to, nebo se tyto dvě citace vzájemně popírají? Přijde mi to, jako by si autoři na začátku řekli, že s některými pomůckami musí být člověk zdatný, aby je mohl používat, ale později si řekli, že je může používat kdokoliv, jen prostě nedostane zdatnostní bonus - a z toho vznikla ta nekonzistence.
